If running a session in the morning to decide topics doesn’t scale, how about doing it online and voting beforehand?

I think that there are two competing pressures. IT itself is going to be squeezed; and at the same time it will be expected to provide the platforms (BPM, collaboration mainly) that can be used by the rest of their organisations to streamline processes.
In some organisations (mine) IT is also held in barely concealed contempt: there will be pressure to outsource (or cloudsource) large chunks of it.
